Clarification on Cases Where ODATE is Earlier Than the Most Recent EFFDATE

Placekey lat/long changing across time? (Advan)
Why does the location of some placekeys change over time? For example, the placekey "224-222@5zb-wwd-4qf" changes coordinates 4 times (and changes states 3 times) between 2019 - 2024.
ATTOM Recorder Data
I am new to the Dewey data so please let me know if this is the sort of question that you can help with! I want to work with the ATTOM Recorder data and specifically (I think) want the information recorded in the variable GRANTEEGRANTOROWNERRELATIONSHIPCODE to see if the real estate was either passed down or sold off due to a death. However, there are only 595 total observations in the data for this variable. Is there a way I can find out why this is so sparsely populated and whether it has begun to be collected recently, or if it was constructed in some way, etc.?
What does it mean when EFFDATE == EFFDATE2 == EFFDATE3 ... etc?
