Get Data is available but cannot access data

Hi - When I try to use "get data" when I am notified that my subscription covers a database, I am lead to create a new project name and then immediately cannot select that project name to download / link the data. It is grayed out and says data restricted to Admin.

What am I doing wrong that I cannot access the data?
