ATTOM: ATTOM School Boundaries tables OPENENROLL Variable

We are working with the ATTOM School Boundaries tables and have a question about one of the variables. It says in the data description that OPENENROLL (open enrollment) variable is set to either Yes/No but only if there is a partial or full school boundary overlap. But when we look at the data there are several cases where there is no partial or full school boundary overlap, and OPENENROLL is set to “Y”.

We are not sure if this is a data inputting issue or if indeed these schools are “open enrollment.” It is also not clear to us how they determine “open enrollment.”

Any and all guidance on how a school's “open enrollment” status is determined and its accuracy would be greatly appreciated. Thank you!
