Clarification on Cases Where ODATE is Earlier Than the Most Recent EFFDATE

In Verisk's Consumer Address History dataset, I'm seeing cases where the ODATE for an individual is earlier than the EFFDATE of their most recent address. For instance, for PID Y39394000718694:

The ODATE is 2021-04-01, which is the last time Verisk saw this individual's activity.

However, there are addresses with EFFDATE (e.g., 2022-12-01 and 2023-02-01), which are clearly after the ODATE.

Could you clarify:

Why ODATE is earlier than some EFFDATE?
