What does it mean when EFFDATE == EFFDATE2 == EFFDATE3 ... etc?

I am looking at the Adress Chnage data. For some observations, the effective date for a number of addresses is the same. Take for example, PID == Y39394600500017:

EFFDATE == EFFDATE2 == ... == EFFDATE5

How should I think about this? Is this person living in all these places at once?

I would like to know how long that person has lived in each of these addresses. Is there a way to do that?
