Meaning of 999999999 in _ATTOM_ID_ Field of ATTOM Recorder Data

I've noticed that many entries in the ATTOM Recorder dataset have ATTOM_ID set to 999999999. What does this value represent? Does it indicate missing or unmatched property information?
