Severe data quality issue in the March 28th update of PDL education table

There appears to be a severe data quality issue in the education table after the March update.

There are multiple duplicated education records with NULL dates and spans different educaiton ids. This leads to bad mismatch between education record, degree table, and major table.

The issue is new and reproducible. This issue does not affect prior releases. I can link the correct records with the January release.
