"Exclude" filter not working to get large data

Hi,

I am trying to download ATTOM Tax Assessor data for Texas. Per the download limits, I need to decrease the data size to less than 5%. Applying the filters PROPERTYADDRESSSTATE = "TX" and TAXASSESSEDYEAR = 2025 I still have more than 5%.

Given I need data for the whole state, I thought I could exclude the two biggest counties and download TX-{Harris, Dallas} and then {Harris, Dallas} on their own. However, the Exclude button does not exclude the counties - in fact it shows me those two counties only.

Since TX has over 200 counties, it is not really fesasible to download one by one - is there a better way to do what I want to do?
