"403 Forbidden" error when downloading data

I am working on a project analyzing people's job experiences by country. I have problem downloading the "Location Name" dataset from People Data Labs. When using the dewey client to download it, I keep getting "403 Forbidden" error even after I re-issue the API key. Could you help me solve the problem? Thank you!
