Is the Advan Patterns Plus normalization within the same time period?

For the variables STOP_COUNTS in Advan Neighborhood Patterns Plus, is the estimation done (variable description: Number of estimated stops of the adult population to this area during the date range. A stop must have a minimum duration of 1 minute to be included. The count includes stops by devices whose home area is the same as this area.) using POIs/tracts at the same time?

Concretely, if we were trying to study the effect of a change that impacted different POIs in the same city but different place at the same time, could some part of the effect be removed through normalization smoothing out differences which could be caused by the change we're studying, especially if we look within POI categories?
