Higher unique PIDs in 2019 than 2020+ (NYC/Philadelphia/Austin)

Hi Verisk team: we’re working with the consumer address history data and noticed a coverage pattern we want to sanity-check.
Across three metro areas we’re studying (New York City, Philadelphia, and Austin), we see more unique individuals with address history records in 2019 than in each of the subsequent years (2020+). We’re trying to understand whether this reflects a real underlying change in data availability/coverage, or a methodological issue on our end.
