Availability of aggregated activity data over water

Hi,

I am wondering whether aggregated activity or mobility data are available for areas over water, such as within the U.S. Exclusive Economic Zone (EEZ) or other federal water boundaries.
Specifically:

Are there aggregate metrics available for activity that occurs outside land areas?
If we provide points of interest (POIs) located offshore (e.g., reefs, platforms, or marine sites), can aggregated visitation or activity measures be produced around those locations?

Any information on data availability, coverage, and limitations for offshore areas would be very helpful.
